About the position

The International Telecommunication Union (ITU) is the UN's lead agency for information and communication technologies and the custodian of the international radio-frequency spectrum and satellite orbit coordination framework — two of the most contested and governance-intensive resources in the contemporary space environment. ITU's Radiocommunication Sector (ITU-R) administers the Radio Regulations that govern how satellites access spectrum and orbital slots, making it a central institution in debates over equitable access to outer space, the sustainability of the orbital environment, and the coordination of rapidly expanding commercial LEO constellations. This consultancy sits within the Telecommunication Development Bureau's Digital Networks and Environment Department (DNE), specifically its Future Networks and Spectrum Management Division — the unit responsible for strategies on spectrum management, satellite infrastructure, and last-mile connectivity. The consultant will provide project management and coordination support to the Digital Services and Development (DSD) programme, aligned with the Baku Action Plan adopted at WTDC-25. For space governance professionals, this role offers direct exposure to how ITU operationalises its spectrum and satellite coordination mandate through development programming, donor reporting, and Member State engagement — a practical window into the institutional machinery underpinning international space resource governance. The contract runs until 30 September 2026.

Requirements

University degree in telecommunications, ICT, computer science, engineering, information systems, project management, international development, or a related field At least 3 years of experience applying project management methodologies including work planning, risk management, deliverable monitoring, and KPI tracking Experience with results-based management frameworks and donor or management reporting Strong technical documentation and reporting skills Ability to work in multidisciplinary and multicultural international teams Fluency in English required; knowledge of another ITU official language (Arabic, Chinese, French, Russian, or Spanish) an advantage Experience working in an international or multicultural environment highly desirable
