SpaceX is developing Starlink Mobile, a next-generation direct-to-cell satellite service designed to bring cellular connectivity to standard, unmodified mobile phones via the Starlink LEO constellation. Operating in partnership with telecommunications companies worldwide, the programme targets coverage gaps for emergency workers, rural communities, maritime users, and IoT devices — with Starship's payload capacity enabling a new generation of high-performance satellites. This Satellite Policy Analyst role sits within the Washington, DC government affairs team and is responsible for driving SpaceX's regulatory and licensing strategy for the Starlink Mobile programme before U.S. and international regulatory bodies. The postholder will lead spectrum and satellite authorisation processes from end to end, working closely with Starlink engineering teams to anticipate future needs, shape telecommunications and spectrum policy, and represent SpaceX before the FCC, Congress, and regional regulatory organisations. The role is directly relevant to space law and policy professionals with backgrounds in telecommunications regulation, spectrum policy, or satellite licensing. It offers a rare opportunity to operate at the intersection of cutting-edge LEO satellite technology and the international regulatory frameworks governing its deployment — at one of the most consequential commercial space programmes currently in operation. The position is fully on-site in Washington, DC; remote work is not available.

Requirements

Bachelor's degree in a relevant field Experience in regulatory policy or business analytics US citizenship or lawful permanent residency required (ITAR compliance) Willingness to work extended hours and travel up to 40% of a month Desirable: understanding of satellite and spectrum use policies and radio frequency technology Desirable: experience working with the FCC and other federal agencies Desirable: demonstrated success on large, complex, and fast-moving regulatory or policy projects
