CRDF Global is an independent U.S. nonprofit organisation with a 30-year track record in science diplomacy, nonproliferation, and international capacity-building, operating on behalf of the U.S. Department of State's Office of Cooperative Threat Reduction (CTR). This Request for Proposals seeks one or more Subject Matter Experts (SMEs) to design, develop materials for, and deliver a five-day U.S.-based study tour for Omani government, academic, and private sector space decision-makers, tentatively scheduled for November 2026 in Washington, DC and a second U.S. space hub such as Florida or Texas.
The study tour is a bilateral space diplomacy initiative aimed at strengthening Oman's understanding of U.S. regulatory approaches to space activities, space security practices, nonproliferation considerations, and public-private partnership models. Topics span both upstream space activities — R&D environments, ground systems, regulatory frameworks — and downstream capabilities including satellite communications, remote sensing, precision navigation, and data governance.
The SME(s) will be responsible for agenda development, production of briefing and facilitation materials, in-person delivery and expert facilitation during the study tour, and an after-action report. The contract runs June to November 2026. This opportunity is directly relevant to practitioners in space policy, space security, and technology governance with experience engaging government audiences and working across U.S.-Middle East diplomatic or capacity-building contexts.
Requirements
Demonstrated experience developing and delivering training, analysis, or advisory programmes in space policy, regulatory frameworks, or space security
Familiarity with nonproliferation considerations and responsible development of dual-use space technologies
Experience working with government decision-makers, academic leaders, or industry stakeholders in emerging space programmes
Prior engagement with Gulf region (Oman or broader GCC) audiences strongly preferred
Ability to travel within the United States for programme delivery (approximately one week in November 2026)
Experience with governance of international technology or research partnerships and cross-border collaboration mechanisms
