AIR Centre's Ocean Policy Programme is seeking a Policy Officer to support delivery across three new international projects: BlueMissionAA2030, Isla Bonita, and the All Atlantic Ocean Research and Innovation Alliance (AAORIA). The role sits at the intersection of ocean governance, blue economy development, and international policy, involving research, evidence synthesis, stakeholder engagement, and policy communication. The officer will monitor and interpret developments in multilateral frameworks such as UNCLOS, BBNJ, and the EU Green Deal, and translate scientific findings into actionable policy outputs. This is a four-year fixed-term position based in Lisbon, working within a multidisciplinary team that bridges ocean science and international governance.
Relevant degree (MSc or PhD preferred) in international relations, marine/environmental policy, law, political science or related field Experience with project management, monitoring, evaluation, and EU-funded R&I projects (especially Horizon Europe) Strong research, analytical, and writing skills with ability to synthesise complex information clearly Fluency in written and spoken English; Portuguese, French, and/or Spanish are an added value Experience with stakeholder co-design methodologies and participatory approaches Experience supporting multilateral, diplomatic or multi-stakeholder processes Ability to communicate complex issues to non-technical and diverse audiences Strong organisational skills, attention to detail, ability to manage multiple tasks and deadlines Must be eligible to work in Portugal Desirable: familiarity with UNCLOS, BBNJ Agreement, CBD or regional seas conventions Desirable: understanding of EU/Atlantic governance structures (e.g. OSPAR, EU Atlantic Strategy, All-Atlantic Alliance) Desirable: basic scientific literacy in oceanography or marine ecology
