The Henry L. Stimson Center is one of Washington's most respected foreign policy think tanks, with a three-decade track record of applied research and policy innovation across international security, arms control, nuclear policy, and emerging technology governance. This Senior Fellow and Director position leads Stimson's newly established Technology and Global Security Program — a major expansion of the organisation's research capacity at the intersection of rapidly evolving technologies and international security frameworks. The programme builds on Stimson's existing Converging Technologies and Global Security work, which examines how AI, space, nuclear technology, cyber capabilities, and other dual-use technologies are reshaping the global security environment. For the Orbital Diplomat community, this role is directly relevant: space as a domain of strategic competition, the governance of dual-use space technologies, space-based enablers of nuclear deterrence and missile warning, and the intersection of satellite infrastructure with cyber and information security are all squarely within the scope of a technology and global security research agenda. The Director will build and lead the programme, define its research agenda, recruit and manage staff and fellows, represent Stimson with government, academic, and international audiences, raise funds, and produce high-impact policy-relevant research and publications. This is one of the most senior and consequential think tank roles currently available in Washington's technology and security policy space.
Recognised expertise and a strong publication record in technology and global security, broadly construed — including areas such as AI governance, space security, cyber policy, nuclear technology, or emerging dual-use technologies Demonstrated ability to lead and grow a research programme including staff management, fundraising, and external engagement Strong network across relevant U.S. government, academic, and international policy communities Excellent written and oral communication skills for both expert and public audiences Experience producing and communicating policy-relevant research Ability to work across disciplinary and institutional boundaries in a collaborative think tank environment
